The Animal Rescue Foundation of Southeastern Pennsylvania, Inc. is an all-volunteer 501(c)3 nonprofit organization that takes in cats and dogs from public shelters that must may be overcrowdedl. Pets receive complete veterinary care and reside in a home with a foster family until adopted - as long as that takes.
