SAPA! was formed in 2012 to work with municipal animal care services and local rescue agencies to reduce the number of adoptable animals being killed in shelters in San Antonio. SAPA!’s role is to implement programs and develop resources designed to save those animals most at risk in a shelter setting. In seeking to achieve city-wide no-kill status by 2016, SAPA! focuses specifically on rescuing animals that are very young, very old, or have medical or behavior needs whose treatment exceed locally available resources.
